Is it possible to grow back dead hair follicles?

I have a scar on my head ever since i was little. I had ran into the door and that's how i got the scar on my head. now it looks likes a bald spot and never grew back. (will something like Bosley work because i thought that was for people that lost there hair)Is it possible to grow back dead hair follicles?
