Is Venus C 9000 a good phone?

So one guy offered me to buy Venus c9000 and its kinda cheap for a 2 sim card touch screen phone.... I tought there was something whrong with it or its not as good as he told me.... so can any1 tell me is it good, how loud does music play on it, and how much dollars new one could cost...
