Should I ask him out?

I like my ex-lecturer. He is not teaching in my uni anymore. I email him in his new email at another Uni and he told me he is disappointed he can't teach us anymore. And he told me to feel free to email him there. I think he likes me too cos when we were in cl, he always stares and smiles at me. There's kinda like a quiet flirting between us (U know like lots of eye contact and smiles).Now I dont get to see him anymore. Should I make the first move? I really like him
