Why is N. Korea acting up, could it be because.....?

They know Obama is not going to do anything. Under Bush they had turned off their nuclear enrichment power plants, but as soon as barry won they fired them up again. They have been testing missiles numerous times and they even denounced the cease fire treaty signed in the 1950's.
